The Impact of Strada Quarry: A Personal Perspective

Sharing my public comments to the request for comments on the Strada Application.
I am writing to express my concerns regarding the Class A Licence application submitted by Strada Aggregates Inc. for the establishment of a new pit and quarry below the water table in Melancthon Township.
While I appreciate the opportunity for public consultation and the detailed documentation provided, I believe the proposed operation raises several serious concerns that warrant further review and mitigation:
1. Environmental Impact
The proposed extraction area of 123.7 hectares is substantial and will significantly alter the landscape. The Natural Environment Report must be scrutinized to ensure that all significant natural heritage features within and surrounding the site are adequately protected. The long-term ecological consequences of removing aggregate below the water table could be irreversible, especially if rehabilitation efforts fail to restore biodiversity and ecological function.
Under Section 12(1)(a) of the Aggregate Resources Act, the Ministry must consider the effects on the environment. The Natural Environment Report must demonstrate that significant natural heritage features within 120 meters of the site are protected and that mitigation measures are enforceable. The proposed operation risks disrupting sensitive ecosystems and wildlife corridors.
2. Wildlife Disruption
The site lies within proximity to sensitive habitats and wildlife corridors. Disruption from blasting, excavation, and increased human activity may threaten local species, including those at risk. I urge the Ministry to ensure that the application complies with the MECP Species at Risk Branch guidelines and that mitigation measures are not only proposed but enforceable and monitored.
3. Noise Pollution
The Noise Assessment Report, required under Ontario Regulation 244/97, should be carefully reviewed, particularly given the proximity of sensitive receptors. Quarry operations, including blasting and heavy machinery, can significantly degrade the quality of life for nearby residents. I request that noise mitigation strategies be clearly outlined and that noise levels be continuously monitored to ensure compliance with provincial standards.
4. Water Table and Hydrogeology
Excavation below the maximum predicted water table poses a risk to groundwater resources. The Water Report must demonstrate with certainty that there will be no adverse impacts on private wells, surface water features, or aquifers. Excavation below the water table is defined in O. Reg. 244/97, s. 0.1(2). The Maximum Predicted Water Table Report and Water Report must demonstrate that groundwater and surface water resources will not be adversely affected. These reports must include contingency plans and monitoring protocols.
Given the importance of clean water to local agriculture and residents, I recommend that independent hydrogeological experts review the Level 2 assessment and that contingency plans be established in case of unforeseen impacts.
5. Traffic and Road Safety
The proposed annual tonnage of 2,000,000 tonnes will result in a significant increase in truck traffic. The Traffic Impact Study must address the cumulative impact on local roads, intersections, and school zones. I am concerned about road degradation, increased risk of accidents, and noise from haul routes. I request that traffic mitigation measures be implemented and MANDATED, including road upgrades, speed controls, and designated haul routes that avoid residential areas.
Conclusion
Given the scale and potential impacts of this proposal, I respectfully request that the Ministry of Natural Resources and Forestry conduct a thorough review of all submitted documentation and ensure that public concerns are addressed transparently. I also urge Strada Aggregates Inc. to engage meaningfully with the community and commit to long-term environmental stewardship. We strongly oppose granting this proposal
